Kenya, 21 November 2025 - Deputy President Kithure Kindiki has promised that the government will fast-track a new law to ensure judges retire with dignity after years of public service.
Speaking at the Supreme Court grounds during the release of the State of the Judiciary Annual Report, Prof Kindiki said the Bill, already approved by Cabinet, will be passed soon.
He noted that many retired judges have faced financial difficulties, calling it unfair for people who have served the country at the highest level.
“It is wrong for judges to retire into poverty or struggle to pay medical bills,” he said.
Kindiki added that the Bill was quickly drafted and presented to Cabinet on President William Ruto’s instruction.
He also confirmed that the long-pending title deed for the land on which the Supreme Court stands will be issued mid-December.
These commitments reflect a closer working relationship between the Executive and the Judiciary since 2022.
Kindiki said the Ruto administration has given the Judiciary its strongest support in years, helping increase its staff and improve access to justice.

Since 2022, 51 judges have been appointed to various courts, with 40 more currently being recruited and another 45 expected next year.
The Judicial Service Commission has also hired 114 magistrates, with 100 more on the way. The Judiciary’s budget has risen from KSh 21 billion in 2022 to KSh 26 billion in 2025.
Kindiki said these investments show the government’s commitment to strengthening the justice system and supporting judges, magistrates and all judicial officers.
He also noted that the Judiciary Fund is now operational, although a few administrative issues are still being streamlined.
On legal matters, the Deputy President encouraged judges to offer clear guidance on issues such as judicial independence and the limits of the courts’ powers, saying these questions remain important to the country.
Kindiki assured that the Executive will back the Judiciary’s supplementary budget before Parliament and continue supporting reforms aimed at improving justice for all Kenyans.
