Djibouti, 12 December 2025 — The Intergovernmental Authority on Development (IGAD) has expressed concern over Eritrea’s decision to withdraw from the regional bloc, following a formal notification submitted to IGAD Secretariat.
In a statement, IGAD noted that Eritrea’s return to the organisation in 2023 was warmly welcomed by member states, but the country has since not participated in meetings, programmes, or activities.
The Secretariat added that Eritrea’s withdrawal was made without prior consultation, policy proposals, or engagement on potential reforms to IGAD’s processes.

The organisation urged Eritrea to reconsider its decision and rejoin, emphasizing the importance of collective action for regional peace.
“The Secretariat will continue its outreach to the Government of Eritrea and encourages reconsideration of its position to fully rejoin the organisation in good faith, advancing shared objectives for peace, stability, and development in the Horn of Africa,” IGAD said.
IGAD reaffirmed its openness to dialogue and cooperation, stating that it will continue diplomatic outreach to the Eritrean government.
