January 16, 2026- Kotulo Sub-County Hospital has marked a major milestone in healthcare delivery after successfully performing its first-ever caesarean section, signalling a new era for maternal and newborn services in the region.
The historic procedure was carried out in the early hours of Friday morning at the hospital’s newly commissioned operating theatre in Kotulo town, Mandera South.
The local medical team successfully delivered twin baby boys at exactly 2:43 a.m., weighing 2.4 kilograms and 2.6 kilograms respectively. Both newborns recorded good APGAR scores — Twin One scored 8, 9 and 10, while Twin Two scored 7, 8 and 9 — indicating strong health at birth.
The operation was conducted by a dedicated medical team led by Medical Superintendent Dr. Mohamed Rashid Hussein Madey, assisted by Jabir Hassan Abdi, covering nurse Ibrahim Mohamed Issack, and anaesthetists Adan Abdi Edin and Abdishakur Ali Abukar.
“This historic procedure marks a major breakthrough for Kotulo Sub-County Hospital,” said Dr. Mohamed Rashid. “It demonstrates our readiness to handle complex obstetric cases locally and reflects the commitment of our team to improving maternal and newborn health outcomes for the people of Kotulo and the surrounding areas,” he added.
Hospital officials confirmed that both the mother and her twin babies are in stable condition and recovering well.
Health workers at the facility described the achievement as a new dawn for Kotulo Sub-County Hospital, noting that it reflects the institution’s growing capacity to provide advanced and life-saving maternal healthcare services closer to the community.
The milestone also highlights ongoing efforts by the Mandera County Government to expand access to healthcare services, particularly maternal and child health, by enabling facilities in remote areas to offer advanced medical interventions.

Kotulo Sub-County Hospital was launched late last year by the Governor and is expected to serve as a referral hub for eight primary healthcare facilities, significantly reducing referrals to Mandera County Teaching and Referral Hospital.
