DJIBOUTI, 29 September 2026 Djibouti is pursuing plans to strengthen its digital infrastructure and develop youth skills, with the government and Wingu Africa agreeing to establish a joint working committee to prepare a formal cooperation agreement.
Minister of Communication, Posts and Telecommunications Mohamed Abdulkader Moussa Helem received a delegation from Wingu Africa at his office on Monday. The company specialises in digital infrastructure development.
The delegation was led by Deputy Director General and Director of Operations Demos Kirikou and Director of Strategy Nicholas Lodge.
The meeting focused on strengthening Djibouti's role in regional telecommunications connectivity and expanding digital projects in the country.
Wingu Africa presented an overview of its digital projects in Djibouti, which it is implementing in partnership with Djibouti Telecom and To7. The company also briefed the minister on its Internet Exchange Point (IXP), which is already operating at the country's data centre.
The IXP enables internet data and digital services to be exchanged within Djibouti, potentially strengthening the country's digital infrastructure and helping attract regional data traffic.

The project forms part of Djibouti's efforts to strengthen its position as a key hub for telecommunications connectivity and digital services in the Horn of Africa and the wider region.
The proposed partnership will also focus on developing the skills of young people.
Wingu Africa proposed making its new innovation centre available to the Ministry of Communication for use as an incubator and training facility for university graduates.
The centre is expected to provide intensive professional training, particularly in information and communications technology, with the aim of equipping young people with skills needed in the digital labour market.At the end of the meeting, Minister Helem and Wingu Africa representatives agreed to establish the joint working committee as soon as possible.
The committee will be tasked with preparing a memorandum of understanding outlining the responsibilities and commitments of both sides, as well as the legal framework governing the partnership.
