Washington, 18 October 2025 — The Minister of Economy and Finance of Djibouti, Ilyan Moussa Dawaleh, participated in the Annual Meetings of the World Bank and the International Monetary Fund (IMF) on Thursday as the African representative.
The Djiboutian Minister represented Africa Group II, a coalition of 23 African countries, at the World Bank Executive Board meetings. The discussions focused on key issues, including debt, energy, and development policies.
“It is a great honor to assume the presidency of Africa Group II,” Minister Dawaleh wrote on his X (formerly Twitter) account, expressing gratitude to Executive Director Harold Tavares, his deputy, and the member countries of Africa Group II.
The Africa Group II, made up of 23 African nations, plays an important role in coordinating the continent’s positions on development and policy decisions within the World Bank. The group represents its member states in discussions on infrastructure investment, sustainable energy, and poverty reduction.
The presidency of the group rotates among finance ministers of member countries. As the new chair, Ilyas Moussa Dawaleh is expected to lead Africa’s priorities in global discussions on financing, debt management, and fair access to development resources.
According to the Djiboutian News Agency, the minister is also attending bilateral meetings and thematic discussions focusing on economic resilience, financial reform, and sustainable development in developing countries.
Analysts note that this new role strengthens Djibouti’s position as a leader in African economic affairs, as the country continues to expand its investments in infrastructure, energy, and financial services, positioning itself as a strategic hub for trade and economic activity in the Horn of Africa.
