Djibouti November 25, 2025— The Government of Djibouti will convene a public meeting in the coming days to outline new policies on housing and land management, Minister of Economy and Finance Ilyas Moussa Dawaleh announced Monday on his X (formerly Twitter) account.
According to the minister, the forum will introduce several initiatives, including a mortgage and real-estate credit guarantee system managed by the Djibouti Guarantee Fund (FOGAD). Details of a new self-construction credit scheme are also expected.
Djibouti has an estimated population of 1.17 million people and a land area of 23,180 square kilometres, with an average household size of approximately 5.97 persons, according to Global Data Lab. The country faces a housing deficit of roughly 30,000 units, with many residents living in informal or precarious settlements, Housing Finance Africa said.
The Secretary-General of the ruling People’s Rally for Progress (RPP) told Djibouti News Agency that the upcoming meeting will be chaired by the Prime Minister. He said the event will bring together public and private real-estate developers, government institutions, civil-society representatives, and the general public.
