DJIBOUTI, Aug. 13, 2026 Djibouti's Minister of Labour Yonis Ali Guedi met the European Union's ambassador to Djibouti and the Intergovernmental Authority on Development (IGAD), Denisa-Elena Ionete, to discuss public administration reform and labour-market policies, the Djibouti News Agency (ADI) reported on Wednesday.
The meeting formed part of regular talks between Djibouti and the EU and covered work and employment, modernization of public administration and institutional reforms being undertaken by the government, ADI said.
Discussions focused in particular on EU support for public administration reform, including work on reforming the general status of civil servants.
Guedi welcomed the EU's support, saying the reform was intended to better recognise skills, strengthen the rights and obligations of civil servants and contribute to a more modern, efficient and citizen-focused public administration, according to ADI.
The minister also thanked the EU for its support for the Centre for Resources and Skills (CRC), which is focused on developing skills for port-related professions.
The CRC was established under the EU-backed TRANSFORM vocational training project, which received €10 million ($11.5m) in funding from the European Union and €1 million ($1.15m) from the French Development Agency, as previously reported by the EU delegation in Djibouti. The centre was inaugurated in November 2024.

Guedi said the centre was important for strengthening the skills of Djibouti's national workforce and meeting the human-resource needs of the port sector. He also pledged to support its continued development and sustainability to improve skills and employment opportunities for young Djiboutians.
The discussions also covered youth employment, labour mobility and the formalisation of the labour market, ADI reported.
Guedi presented the main priorities of Djibouti's National Employment Strategy 2026-2030, as well as government initiatives aimed at improving young people's access to employment opportunities.
The two sides also exchanged views on prospects for strengthening cooperation between the Labour Ministry and the EU on priority reforms and public policies related to work and employment, according to ADI.
Ionete reaffirmed the EU's readiness to continue supporting reforms in Djibouti and strengthen cooperation around shared priorities, the agency reported.
