DJIBOUTI, 9 October 2026 Djibouti’s Minister of Labour, Yonis Ali Guedi, met Canada’s ambassador to Ethiopia, Nicolas Simard, in Addis Ababa on Friday to discuss cooperation on labour mobility, skills development and access to international employment opportunities, the Djibouti News Agency (ADI) reported.
Djibouti’s ambassador to Ethiopia, Abdi Mahamoud Haybe, accompanied the minister at the meeting. The discussions focused on promoting safe and orderly labour mobility while matching workers’ skills with the labour-market needs of destination countries.
The two sides also reviewed the experience of a programme that helps Djiboutian heavy-goods vehicle drivers secure employment in Canada. According to ADI, the initiative is seen as a starting point for preparing future groups of workers and strengthening language and vocational training.

The meeting also addressed the resumption of cooperation between Djibouti’s National Institute of Public Administration (INAP) and Quebec’s National School of Public Administration. The proposed cooperation aims to facilitate the exchange of experience and knowledge and strengthen the capacity of public administration personnel.
The minister was accompanied by his senior technical adviser, the director general of the National Agency for Employment, Training and Professional Integration, and the director general of INAP.
Djibouti’s Ministry of Labour is seeking to strengthen international cooperation to create employment opportunities, particularly for young people, while prioritising workers’ rights and the safety of their journeys abroad for work.
