MOGADISHU, 29 September 2026 – The Banadir regional administration has prepared nearly 3,000 volunteers to support emergency response efforts as authorities develop plans to respond to flooding feared to result from El Niño conditions.
Banadir regional administration spokesperson Salah Hassan Omar said on Monday that the regional emergency and response committee had prepared nearly 3,000 volunteers to participate in emergency response operations.
The Committee for Emergency Response to Deyr Flooding and El Niño-related conditions held a meeting at the Banadir regional administration headquarters. The meeting was chaired by Banadir Deputy Governor for Security and Politics Mohamed Ahmed Diriye ‘Yabooh’.
The meeting reviewed the committee's priority plans and an initial report on activities already carried out, with particular attention given to flood risks and mechanisms for responding to emergencies.

The committee also discussed the situation of internally displaced people living on the outskirts of Mogadishu, who are considered particularly vulnerable to the effects of flooding if it occurs.
The committee was also tasked with submitting an assessment of the repair and reconstruction needs of road infrastructure and public service facilities that could be affected by flooding during the Deyr season expected to hit the region in 2026.
Officials also agreed on a plan to mobilize donations for emergency response activities and strengthen community participation to accelerate preparedness and response efforts.
