BALANBALE, Somalia, 5 October 2026 A conference to finalise the peace agreement between communities of Balanbale and Guriceel districts in Galmudug has ended in Balanbale with an 8-point deal and pledges of an airport, a youth stadium, a police station and community integration.
The meeting was attended by Prime Minister Hamza Abdi Barre, Galmudug President Ahmed Abdi Karie Qoorqoor, Interior and Reconciliation Minister Ali Yusuf Ali Hosh, Internal Security Minister Abdullahi Sheikh Ismail Fartaag, Youth and Sports Minister Mohamed Abdikadir Ali, National Intelligence and Security Agency Director Mahad Mohamed Salad and JSP’s candidate for Galmudug president Liban Hassan Ahmed. Traditional elders and members of parliament from both sides were also present.
The 8-point agreement was signed by Ugaas Mohamed Ugaas Keyse and Ugaas Hassan Ugaas Hassan.
Speaking at the event on Monday, Prime Minister Barre said the agreement would apply to every person on both sides and was not limited to the two clans alone. He promised that an airport would be built but did not give a timeline, and also pledged a stadium for young people in Balanbale.

Ugaas Mohamed Ugaas Keyse said peace did not come from pleading. He pointed to a government decision led by Mahad Salad that anyone who kills would be killed and anyone seen carrying a gun would be expelled from the town. He said he had seen people dealt with under the rule who now live peacefully in Balanbale, and said the agreement must be protected so communities can live in peace and make progress.
Ugaas Hassan Ugaas Mohamed Ugaas Nur said killings must now fall. He said deaths from past fighting should end there and that from now on young people should get married and grow the community.
The conference ended with both communities signing the agreement. Government pledges, including the airport, the youth stadium, the police station and the recruitment of 500 local soldiers, have yet to be carried out.
