November 25, 2025 - The United Arab Emirates has announced a significant new effort to strengthen digital transformation and development across Africa through a US$1 billion fund dedicated to artificial intelligence. The initiative, titled “AI for Development,” represents one of the largest AI-focused commitments ever directed at the continent and is designed to accelerate progress in both economic and social sectors.
Under the program, African nations will gain access to financing and technical support aimed at deploying AI technologies in areas that can deliver the greatest developmental impact.
These include education, agriculture, public administration, transportation, and national infrastructure systems, fields where governments often face resource limitations and operational challenges. By integrating AI-driven tools, the initiative seeks to help countries modernize service delivery, improve productivity, and unlock new opportunities for innovation.
The initiative will be carried out under the leadership of the Abu Dhabi Exports Office (ADEX), working closely with the UAE Foreign Aid Agency and the Abu Dhabi Fund for Development (ADFD). These organizations will collaborate with African governments and institutions to identify priority projects, build capacity, and ensure that funding is used effectively.
A key component of the initiative is its focus on infrastructure development, particularly in areas such as digital connectivity and data systems. Strengthening digital infrastructure is seen as essential for supporting AI applications and enabling countries to participate more fully in the global digital economy.
The UAE’s move aligns with its long-term strategy of promoting a knowledge-based economy and positioning itself as a global center for artificial intelligence and advanced technology. By exporting AI expertise and investing in strategic partnerships, the UAE hopes to encourage the adoption of digital solutions that can drive inclusive and sustainable growth across Africa.
Officials have emphasized that the program is not limited to technology deployment; it also aims to support capacity building, training, and the creation of new innovation ecosystems within African nations. This approach is intended to ensure that local communities and institutions can maintain, adapt, and further develop AI systems long after implementation.
The UAE has maintained a strong relationship with African nations for decades, providing more than AED 152 billion in aid since 1971. The new AI-focused program continues that legacy but shifts the emphasis toward future-oriented development, particularly in sectors that are critical to economic diversification and long-term resilience.
By introducing AI-enabled solutions to agriculture, for example, countries can improve crop yields, streamline supply chains, and reduce food insecurity. In education, AI tools can expand access to learning, personalize instruction, and improve outcomes for students in underserved areas. Within government institutions, AI can enhance efficiency, transparency, and responsiveness, strengthening public trust and administrative capacity.
Through the “AI for Development” initiative, the UAE aims to contribute to a new wave of digital progress across Africa while showcasing its own capabilities as a leader in AI innovation. The program reflects the UAE’s broader vision of using technology as a force for global cooperation and sustainable development.
If successful, the initiative could help African countries leapfrog traditional barriers to development, strengthen economic resilience, and build the foundations for a more technologically empowered future.
