DJIBOUTI, 3 October 2026 - Twenty Djibouti government officials have received master’s degrees in public administration under a training programme run by the National Institute of Public Administration (INAP) in partnership with France’s Regional Institute of Administration in Lille, the Djibouti News Agency (ADI) reported on Friday.
The graduates form the second promotion of the programme and completed training covering public administration, management and the implementation of public policy.
The graduation ceremony was held at the National Agency for Employment and Vocational Training (ANEFIP) and attended by Djibouti’s Minister of Labour, Formalisation and Social Protection, Yonis Ali Guedi, France’s ambassador to Djibouti, Jérôme Bresson, and representatives of the University Polytechnic Hauts-de-France and the Djiboutian administration.
The programme’s first promotion, known as GMOP 1, previously obtained a Master 2 in Public Administration from the University Polytechnic Hauts-de-France, according to Djibouti’s La Nation. The programme was initiated in 2022 through cooperation between INAP and the Regional Institute of Administration in Lille.

Guedi said strengthening the skills of government officials was essential to modernising the state and improving the performance of public institutions and the quality of services provided to citizens.
He urged the graduates to use their knowledge in the service of the state and the public interest.
The ceremony highlighted continued cooperation between Djibouti and France in training public-sector officials, ADI reported.
